The Torch Lake Township Board met for its monthly meeting at 6:30 p.m. on Wednesday, December 21. All board members attended. Everyone was in the holiday spirit, and the meeting lasted for less than an hour.


Reassessment


During the correspondence reading at the start of the board meeting, Supervisor Brian Cadwell read a letter from Kelli Sobel of the State Tax Commission concerning a conflict of interest created by John Partanen's partnership in DPM Assessing, when combined with his position as Director of the Houghton County Equalization Department.


Brian also read a copy of Mr. Partanen's reply to Ms. Sobel. Mr. Partanen explained that as of the date he assumed the Equalization Director's position, he was no longer associated with DPM. Brian noted that the matter is closed.


Brian also reported that the costs of the records needed from the county for a proper reassessment will be determined when the total extent of the discrepancies has been determined.


The field work is currently 96% completed, and the final inspections will sceduled as weather conditions allow.


Treasurer On Leave


Diane Zurcher announced that she will be away during the last week in January and all of February. She is forgoing her salary during that period to provide funds to pay a temporary replacement for her.


White City Boat Launch Deposits Returned


Because it is not known when or if the township will receive funding from the DNR for the boat launch project, the board decided it was inappropriate to hold on to the security deposits made by the bidders on the original project. Therefore the board voted to reject the bids received and to return the security deposits.


Other Items

  • The charge to the township for disposing of refuse has gone to $65 per ton (up from $60).
  • The treasurer will collect summer taxes for the Dollar Bay - Tamarack schools for the same fee as the township charges Lake Linden.
  • Area fire chiefs are cooperating to develop a burn permit ordinance tailored to our area. It should be ready for approval in January.
  • The township is working to secure the land for an alternate route between Hubbell and Tamarack. If an acceptable price for the land cannot be negotiated, condemnation proceedings might be initiated.
  • Holiday greetings were exchanged among board members and the folks attending the meeting.

Next Board Meeting


The next Torch Lake Township board meeting will be held at 6:30 p.m. on Wednesday, January 16, 2008. It will take place at the Hubbell Community Center.

Is this an alternate to M-26 (say M-26 by-pass) or some other plan.  What involvement does MDOT have in this and aren't they currently working on expansion of M-26?  Good faith offers of the fair market value vs condemnation and it's additional cost?  Locals have a habit of wanting to skirt proper proceedures. You'll want to make sure your LPA does it correctly and does not jepoardize the funding, put the Township further in debt by having to pay back any grant monies..

I'm in a fog on this issue.  Why would our township board be in the road building business?  Is that their function?  If they can't afford to handle what we already have committed, why on earth are they looking for more ways to spend money?  Is this for a special interest, by any chance?

Would this alternate route have anything to do with the street bordering the superfund site behind the old stamp mill in Tamarack?  This summer I noticed lines on the blacktop marked private.

I checked and the area behind the Tamarack Smelter is not a Super Fund site.  So, why the alternate road and WHY is the township planning on building a road?  We have extra money and no place to spend it?

I apologize as I misspoke, I should have said the former superfund site, as the tamarack portion of operable unit 1 was completed in 2000 and delisted from the NPL in 2004.  To clarify, I was referring the the road that runs from the hubbell boat landing to the neighborhood adjacent to the old tamarack ballfiled.  The road runs between the old Ahmeek mill and the superfund site.  This is purely speculation on my behalf, but I have seen markings on the blacktop that may indicate some sort of conflict over this roadway, I was wondering if anyone could shed some light on this situation.  As more lakeshore homes are constructed on "Eagle Point" this road will become more and more importatnt, this may be a case of positive foresight on behalf of the township...but then again  I am purely speculating.

Aha!  You may well be right about the new home development.  Years ago Jimmie talked about an area for new homes and how much it would add to our tax rolls.  I tho't he was talking about the sites that Louie would develop once Brownfield cleaned up the old C&H building he bought but you are probably right.  I've never heard of Eagles Point.  Who is developing that?  Could be an interesting point (no pun intended.)

From what I have told from one of my Real Estate Technicians, there are more problems with property ownership in this area than just the assessments.  Plats filed and buile over plats, land locked ownership parcels surounded and completly within other parcels,encroachments onto public property the list goes on and on.  Has something to do with the mapping and verification of older property information, sloppy work and let us not forget the rather loose and cavalier attitude that exist in the area "not wanting anyone else to know your business".  The results is such that someone will always get screwed. All of the assessors in the area that I have spoken with, mostly hired from "Down Below" are surprised at what a mess the UP property information is in and the lack of professional ethics of past assessors. I think what the township is paying for the clean up is a reasonable price to pay. Some regulation is good, I support zoning as a way to regulate and tract growth.  Can't keep outsiders out forever so might as well accept the facts that the area is or will under a lot of scrutiny from knowledgable buyers.  Might as well clean up the records now, it will not get any easier or cheaper.

I belive Eagle Point is being sold off by State Wide Real Estate, as for a specific developer I'm not really sure, it may be a matter of individual owners finding contractors they are comfortable with, I did see Martinea and Morris doing work on the first "spec house".

 

More "brownfield" info would be appreciated, I was unaware of any active brownfield projects in the Township, I was only aware of the EPA cleanups funded through the superfund.
