The Torch Lake Township Board met for its monthly meeting at 6:30 p.m. on Wednesday, September 17. The meeting was held at the Hubbell Community Building. All board members were present, but very few other citizens attended.
Universal Billing for Garbage Fees
Supervisor Brian Cadwell is working with township attorney Mike Makinen on the legal aspects of making all residential parcels responsible for paying for garbage collection, with no option to opt out. Brian pointed out that garbage trucks go on their routes whether everyone on them puts out garbage or not.
Another point raised in favor of making the system universal was that there is no convenient way for the workers to know which addresses are eligible for garbage collection and which are not. Brian also felt that the universal approach would discourage illicit dumping, since every residence would be eligible for garbage collection.
Diane asked assessor Matt Arko for a complete list of residences to make sure everyone is billed properly in December.
Township Finances
Treasurer Diane Zurcher reported that 80% of the summer taxes have been paid. Overdue tax bills accrue interest at the rate of 1% per month.
Refuse Collection Agreement
Clerk Karen Rovano received approval from the township attorney of the wording of the new refuse collection agreement with Schoolcraft Township. Diane asked several questions about the mechanics of the agreement, including the notice required for either township to withdraw: One year's notice is required. The board approved the new agreement unanimously.
Blight Elimination Ordinance
Brian is working on the wording of the new blight elimination ordinance with Mike Makinen, the township attorney. He expects that it will be ready for approval by the board at the October meeting.
Other Items
- Louie's Super Valu requested a license to sell liquor in addition to beer and wine.
- Excavation has started at the site of the new Bootjack Fire Hall.
- Bootjack FRD is getting bids on propane to ensure getting the best deal.
- A benefit concert for playground equipment for the Hubbell park caught cold weather, but still netted $121.
- The Hubbell Fire Department wants to buy 5-6 new radios. The chief will attend the next board meeting with details.
Next Board Meeting
The next Torch Lake Township board meeting will be held at 6:30 p.m. on Wednesday, October 22, 2008. It will take place at the Hubbell Community Center.
NOTE: The October meeting is scheduled for the fourth Wednesday in October, rather than the usual third Wednesday.
